Rear Admiral Charles R. McGrail, USN (Retired)
Admiral McGrail retired from
the U.S. Navy in 1991 after 33 years of
service. In his last assignment, he was the Assistant
Deputy Chief of Naval
Operations for Naval Warfare. He prepared appraisals
and developed
requirements for naval weapons and systems across
the range of naval
operations. He also headed teams of flag officers
who developed master plans
for system requirements in the areas of air superiority
and air defense;
sea control and strike warfare; command, control,
communications,
and intelligence; and warfare modeling and simulation.
From 1985 to 1987, Admiral
McGrail was Commander of Carrier Group One,
Battle Group Echo, aboard the U.S.S. Ranger during
several deployments in
the Far East.
In his prior assignments,
Admiral McGrail served as Director of Aircraft
Carrier and Air Station Programs Division (OP-55)
and as Director of the
Aviation Plans and Requirements Division (OP-50) on
the staff of the Deputy
Chief of Naval Operations for Air Warfare.
From 1981 to 1984, Admiral
McGrail commanded the helicopter carrier
U.S.S. Tripoli, flagship for the Commander of Amphibious
Force One, and then
the U.S.S. Midway, flagship for the Commander of Task
Force 70 and Task Force
77, which was home-ported at Yokosuka, Japan.
During the 1970s, Admiral
McGrail commanded fighter squadrons aboard
the U.S.S. Constellation and at Miramar Naval Air
Station. He also served
as Assistant Chief for Operations and Plans to the
Commander of Task Force
70 and Task Force 77, the Seventh Fleet’s carrier
strike force from 1977
to 1980.
Admiral McGrail spent most
of his early career as a fighter pilot flying
from carriers deployed to the western Pacific during
the Vietnam war. He also
served as a project pilot at the Naval Missile Center,
as a flight commander
with the U.S. Air Force, and at U.S. Military Assistance
Command, Vietnam,
where he was involved in planning U.S. air operations
throughout Southeast
Asia.
Admiral McGrail received a
B.S. degree in Engineering in 1957 from the
U.S. Naval Academy.
