QUESTION:

Why can I only connect at 26.4K, 31.2K, or less?

POSSIBLE SOLUTION(S):

SLC - Subscriber Loop Carrier (pronounced as "slick") This is a device employed by phone companies to double line capacity. SLCs are often used in highly built up suburban areas or rural areas with recent land development (within the last 20 years). SLCs are installed when the phone company runs out of copper wire and needs to add additional phone lines. As a result of this line splitting, each line can only achieve half the speed of a regular line. 56k (or 64k) divided by 2 is approximately 28k (or 32k). Since 28.8k (or 33.6k) is higher than 28k (or 32k) , the next lower speed is 26.4k (or 31.2k) and this is the speed which most users behind a SLC will achieve.
